Digital sovereignty

Concept

Digital sovereignty = keeping control of your technology

Digital sovereignty is the ability of a state, a company or an organization to control its technologies, data and digital infrastructure, without depending on foreign providers or laws it does not control.

It plays out at several levels: where data is hosted and under which law (cloud, Cloud Act), who supplies critical components (chips, software, AI models), and who holds the skills to evolve them. It does not mean producing everything yourself, but being able to choose and switch providers without being locked in.

The topic spans defense, public administration, healthcare, industry and AI. It shows up in SecNumCloud-qualified cloud offerings, in public procurement policies and in the growth of European open-weight AI models.

Why it matters when hiring

Sovereignty also depends on skills: a technology you control requires teams able to run and evolve it. For defense or sovereign cloud players, this translates into concrete constraints (nationality, security clearance, team location) to include from the job description onward. A candidate who understands these stakes settles in faster in such environments.
