Sovereign cloud / SecNumCloud = cloud shielded from foreign laws
Sovereign cloud refers to a cloud offering whose data and operations stay under European jurisdiction, shielded from extraterritorial laws. SecNumCloud is the qualification issued by ANSSI, the French cybersecurity agency, which sets the strictest requirements for it in France.
The SecNumCloud framework imposes technical and organizational security rules, and its recent versions add criteria for immunity from non-European law: data location, ownership control, staff authorized to operate the service. Obtaining the qualification requires a long and demanding audit.
In France, using a qualified offering is expected for certain sensitive data of public administration and operators of vital importance. The topic also concerns healthcare, defense and industry. Hybrid offerings combine hyperscaler technologies with a European operator to target this qualification.
Why it matters when hiring
Working on a qualified platform changes day-to-day work: stricter procedures, restricted access, sometimes nationality or security clearance required depending on the role. Look for cloud or security engineers who have worked in a regulated environment (ISO 27001, HDS, SecNumCloud) and do not see it as a burden. State these constraints early in the job offer: they shrink the talent pool and lengthen the process.
